Tom is an economist and public sector strategy expert known for his insights, creative thinking and attitude of genuine partnership and dialogue.

Tom is committed to tackling the biggest problems in the most important spheres of government, economy and community. Combining fresh thinking with genuine conversations, Tom develops solutions that really work for the people they are designed to serve.

Tom’s use of data analytics enables him to find new insights into complex problems and create richer evidence that truly influences public sector decisions.

His broad experience in social and economic reform, impact assessment, legal and regulatory change, policy development and evaluation make Tom a highly sought after analyst and advisor.

Outside of Cube, Tom is an enthusiastic (but pretty average) basketballer, an avid reader, a passionate Christian and the primary carer for his two wonderful young kids.

Tom has more than a decade’s experience in consulting and public sector leadership, across all spheres of social policy and at State and Commonwealth levels. Having held senior government leadership positions in strategy and policy across health, family violence, child and family wellbeing, and human services

Some of Tom’s key projects have included:

  • Developing the state-wide concept and investment case for The Orange Door: Victoria’s support and safety hubs for victims of family violence and families in need of support
  • Designing a major reform program for early childhood education and care services, including a complete overhaul of program design and a new funding model and performance framework
  • Providing strategic support for a number of mergers, amalgamations and strategic alliances between public sector health services and between community sector organisations
  • Developing new funding models and outcomes-based performance frameworks for child and family services to enable seamless pathways of support
  • Evaluating a complex, whole-of-government reform of the family violence system, impacting hundreds of organisations and thousands of professionals across the justice, health, community services and education sectors.
