About Morris

Morris is inquisitive by nature and accomplished in delivering public value for the Victorian community in transport, infrastructure, economic development and justice portfolios. Morris’ skills are diverse, with experience ranging from policy and strategy development, stakeholder engagement to program management in government.
Morris is accomplished at bringing people together to achieve shared outcomes, leading important negotiations to coordinate funding priorities across government and designing key forums for industry and consumer groups. Morris has also been actively involved in senior leadership in the volunteer sector.
In his unassuming style, Morris brings great empathy to organisational and societal problems which adds weight to his analysis of key issues and challenges in organisational change and managing sensitive stakeholder relationships. Morris uses his strong analytical skills to provide clear and considered advice, with an important appreciation of legislative, policy and economic aspects for any given issue, always with a view to public value and community impact. With a strong attention to detail, and experience writing proposals and options for decision makers, it is important to Morris that leaders have the best advice to proactively address risks and opportunities.
Morris enjoys getting into the outdoors as often as possible, bringing on the next generation of public value leaders through Scouting, and reliving past (and imagined) glories behind a musical instrument.

Morris’ work has focused on key areas in government including infrastructure and planning, transport and justice portfolios. Morris has sound experience in policy, planning and program management, and can adapt to meet the needs of clients at both a strategic and functional level.

Morris's recent work includes:
  • Developing a competitive regulatory regime for rail freight, identifying the policy problem, sourcing industry feedback, commissioning economic analysis, developing an alternative framework and instructing legislation drafters.
  • Contributing to policy development in rail noise, electric delivery vehicles and overnight deliveries.
  • Drafting a whole-of-government strategy for cycling, synthesising consultation outputs with the evidence-base and existing government directions, while achieving internal stakeholder buy-in.
  • Contributing to the Victorian Government’s youth policy as a member of its Youth Policy Framework Sector Reference Group.
  • Managing sensitive stakeholder relationships across government agencies contributing to agreement on funding bids for Commonwealth and State Government.
  • Advising a national not-for-profit on impacts from climate change to its business and clients, providing potential strategies.
