Leveraging two decades of experience from Australia’s leading public sector economic and regulatory institutions, Sam amplifies our economic and quantitative analysis expertise across all service lines.  

Sam’s commitment to continual improvement ensures that his advice remains contemporary in an ever-changing and increasingly complicated environment. His diverse experience working from central agencies to regulators equips him with a toolkit spanning the full range of policy development, from problem identification to program implementation.  

At Cube, Sam plays a key role in bringing in quantitative and economic insights to our projects, guiding and collaborating with the team to deliver strategic advice that is ambitious, pragmatic, and evidence-based.  

Outside of economics and policy, Sam divides his time between physical, creative, and gastronomic endeavours. He’s an avid cyclist, a budding guitarist, and a keen baker and barista.  

Experience  |  Highlights

Sam's recent work includes:
  • Led Victorian Treasury’s influential advice on business taxes and gambling, with a strong focus on developing innovative quantitative analysis tools using RStudio.

  • Modernised gambling taxation in Victoria by implementing point of consumption tax frameworks for wagering and keno, harmonising gaming machine tax rates and progressively bringing collection under the Taxation Administration Act.

  • Provided influential economic and strategic policy advice at the Taxi Services Commission, while developing the commission’s analytical and modelling capabilities.
