He relishes helping regulators and commissions to think afresh about their organisations and operations, and change things for the better.
Cubies value Andrew’s creativity, energy and broad perspectives. On Friday afternoons, he plays Cube’s bon vivant, foraging for charcuterie at the Queen Vic Market and charging our glasses with obscure grenache.
When he’s not designing operating models, reviewing structures, improving processes, or planning change, you’ll find Andrew volunteering, chasing around his two young boys, interrupting his golden retriever’s latest gardening project, or keeping an ear on the 3RRR gig guide.

Strategic and Organisational Reviews
- Worked with the National Health Practitioner Ombudsman to refresh their strategy for 2024-28.
- Supported the Victorian Gambling and Casino Control Commission to review and reflect on their 2024 decision regarding the casino operator’s suitability.
- Helped the Victorian Planning Authority’s executive team to review its operating model and redesign the organisation.
- Assisted Wage Inspectorate Victoria to review their operating model and identify future operational requirements.
- Delivered a light-touch review of Juries Victoria’s funding and operational risks.
- Conducted a mid-term review of the Victorian Electoral Commission’s strategy and helped implement changes.
- Reviewed an organisational restructure for the Australian Digital Health Agency.
Regulatory Frameworks and Operating Models
- Developed a regulatory operating model for Recycling Victoria to help establish its operations and new functions.
- Led Cube’s work to develop a future-ready operating model and target-state organisational design for the Country Fire Authority.
- Developed regulatory protocols and guidance for multi-agency responses to high-risk waste.
- Assisted Biosecurity Victoria in planning for a new regulatory framework governing alkaloid poppy processing and cultivation.
Capability Development
- Directed Cube’s work to establish an environmental public health capability for EPA Victoria.
- Delivered a capability review of Victoria’s biosecurity system and conducted a review of plant-based biosecurity arrangements.
- Helped the Road Safety Camera Program to review and redesign commercial and operational processes.
- Delivered a review of the compliance functions for the Victorian Commission for Children and Young People.
- Designed a leadership capability framework for the Administrative Appeals Tribunal’s executive team.
Process Improvement and Project Management
- Led Cube’s work on an 18-month customer improvement process for the Victorian Civil and Administrative Tribunal.
- Worked with the Department of Health and Human Services, Emergency Management Victoria, and Ambulance Victoria to update state health and emergency response plans.
