Bringing ideas to life gets Andrew out of bed in the morning. Andrew is passionate about working with clients to confidently plan and implement initiatives that transform their organisations.

This ranges from reimagining critical business practices, to rethinking and executing new ways of working. Andrew takes his clients on the path from vision to confident execution, always with a dose of practical calmness.

Andrew has a strong appreciation of the unique challenges associated with delivery in public bodies. In Andrew’s experience, public purpose organisations move in such dynamic environments (never more so than now), that traditional project management methodologies are overly restrictive, and can stifle project outcomes.

We’re not sure how Andrew achieves this level of zen. Maybe it has something to do with his love of climbing high mountains, diving in deep oceans and taking long road trips. Or it could be his methodical, diligent and patient approach to helping others make change.

Andrew’s recent work includes:
Organisational Transformation and Change
  • Developed a future operating model for the Country Fire Authority (CFA), engaging with uniformed members, volunteers, and VPS staff across Victoria. This work delivered tailored plans and recommendations that addressed different stakeholder needs.
  • Supported Life Without Barriers (LWB) in the transfer of disability accommodation and respite services from the Victorian Government’s Department of Health and Human Services (DHHS). This involved managing the transfer of staff and integrating their culture into the organisation’s operations.
  • Provided project support for Grampians Health following the merger of four health services. This included establishing project plans, embedding strong project management principles, and developing overall program and communication strategies.
  • Worked with a justice enforcement agency to rethink business practices and optimise resource usage, aligning the agency’s operations with its strategic objectives.
Program Design and Implementation 
  • Established and managed a Program Management Office (PMO) for DHHS, supporting the transition of disability services to the National Disability Insurance Scheme (NDIS). This work empowered Victorians to have greater choice in their support services.
  • Directed support for the Victorian Curriculum and Assessment Authority (VCAA) during the 2020 and 2021 VCE/VCAL programs, overseeing program management and communication efforts. Additionally, developed and implemented a project management framework to align initiatives with best practices.
Strategic Frameworks and Stakeholder Engagement 
  • Created the Major Events Acquisition Framework for Visit Victoria, a document that outlines their approach to securing major events through the Victorian Government’s Major Events Fund, enhancing stakeholder engagement and event investment strategies.
  • Worked with Visit Victoria and the Department of Jobs, Skills, Industry and Regions to identify strategies that encourage and support Victorian-based tourism events, strengthening the tourism ecosystem in the state.
  • Led the development of a tracking tool for Baptcare’s Service and Operations team. This tool helped manage key practice and clinical care initiatives by assessing risks, resource needs, and timeframes to ensure compliance and high-quality service delivery.
Policy Development and Compliance 
  • Developed a compliance prioritisation framework for COVID Quarantine Victoria, which helped the Executive team design and implement critical compliance controls and monitoring.
  • Collaborated with the Department of Families, Fairness and Housing (DFFH) to review and update policies on serious incidents involving clients in out-of-home care and foster families. The work involved leading workshops with stakeholders to identify challenges and produce recommendations for policy improvements and IT system changes.
